If you're thinking of a Microsoft Product then I'd say Microsoft WordPad.
It doesn't, by default, show Word documents in the File-Open diaglogue but if you change the .RTF to .DOC it will open them for you.
Look under the Accessories tab.

I believe the program that you are referring to is OpenOffice.org which is an entire office suit including programs like Writer (Word) Math (Excel) and more. It can be found at http://www.openoffice.org. If this is not what you are referring to then there is also AbiWord which is a free word processor but does not include the other office programs: http://www.abiword.com. I hope these help.
