If you're thinking of a Microsoft Product then I'd say Microsoft WordPad.

It doesn't, by default, show Word documents in the File-Open diaglogue but if you change the .RTF to .DOC it will open them for you.

You might be thinking of the Writer program in the Open Office suite of products.

I believe the program that you are referring to is OpenOffice.org which is an entire office suit including programs like Writer (Word) Math (Excel) and more. It can be found at http://www.openoffice.org.
