Is Microsoft Certification (MCSA/MCSE) enough to compete in the U.S. Information Technology job mark

I worked as a Novell computer network administrator for 12 years until 1998 when I moved to Japan to become an assistant English teacher. I'm considering taking steps to go through the Microsoft Certification process to get back into the IT job market in the U.S. Can people with computer science degrees coupled with current Microsoft Certification (MCSA/MCSE) still compete with those coming out of Indian universities? I've read recently that it's becoming difficult for non-L1/L1B visa holders to find work. If so, what type of new careers are non-L1/L1B visa holder IT job workers moving in to? I very much appreciate any information or advice!

Honestly, I don't think it will help you unless you are competing for a specific job with a high-profile company. Your best bet is to get back into work, even if it's a little lower on the totem pole than what you were, just so you can start putting things on your resume. These recruiters now only care that are working and having working experience. Once you get in a company, you can let them pay for your certification.

yes it can be difficult

especially since you be coming out of one of those paper cert mills with a fresh cert and no experience

and the pay is cheap since the imports came to town
Yes, but you would want something more to help push you over the top with other applicants.
